During the early days of former Gov. Jim Edgar’s administration, Illinois House Speaker Michael Madigan, D-Chicago, was no ally of the Republican governor.
In fact, it is fair to say Madigan was “our number one obstruction” that first year, said Mike Lawrence, Edgar’s former press secretary and later the director of the Paul Simon Public Policy Institute at Southern Illinois University in Carbondale.
